The Kabansk centralized library system includes 35 branch libraries, among them 27 village branches; 3 children’s branch libraries; 1 town branch library; 3 settlement branch libraries; 1 central district library.
Besides, in the district there are 23 school libraries of the Republic of Buryatia Ministry of Education, 3 libraries of secondary vocational educational institutions and 4 technical libraries.

THE LIBRARY IN THE LOCAL COMMUNITY

The district libraries take an important place in the local community. They take an active part in all social occasions and activities, initiate social activities, make partnership ties.
In the Kabansk district library and other libraries there is the municipal information centre (MIC). The documents of the district administration or session resolutions of the district council of deputies are sent to the republican centre with the help of it. Inter-district inspection of the Federal Taxation Service presents in the MIC its comments and explanations on the tax legislation changes. An agreement is signed on information cooperation with WGCentre (?) in the Republic of Buryatia. The documents received by the MIC are kept in print, formatted for electronic bearers and presented to users. The stock of documents on local administration is obligatory for each library of the district. The libraries select the most presentable ways of informing the population, such as information boards, files or information desk (Vydrino).
Within the framework of the republican programme “The Village Libraries of Buryatia: Revival and Development”, thanks to the district and local administrations support, thanks to the community the first municipal institution was opened in the village of Tankhoi, the municipal library.
In the Selenginsk children’s library the ecological education centre for children and young people is opened, the status of a model library is received. The State Youth Library of the Republic of Buryatia presented the full-text database called “Eco-bank”.
The first model village library of the district has got access to the Internet as a result of the project “Communal Access to the Internet in the Posolsk Village Library” supported by the Russian Federation  and the Republic of Buryatia Ministries of Culture.
To expand the communal access to the local information the information cultural Internet portal called “The Land by the Baikal” is produced by the Kabansk central district library. The main publications on the local studies, articles, photo documents are represented in electronic format and published in the portal. By January 1, 2006 332 full-text documents had been presented in 9 sections (42 sub-sections and 204 categories) of the portal.
To spread popular scientific ecological information on the regional and local landmarks, to use it for ecological education and enlightenment the Kabansk district library has created “The Kabansk District Nature Landmarks” video programme.
Within the partnership project of the district library, “Around the Baikal” (ROLL 2000), 2-days’ ecological  and educational tour was organized to the Zabaikalsky national park; within the Baikal educational media-programme a number of activities have been organized; information and methodological seminar was organized for 25 ecological education managers and specialists of the Kabansk district.
There is the information resource centre of the “Delta” local public organization for non-commercial organizations of the Kabansk district [1]. Information is spread about competitions for social, cultural and ecological projects of different funds and organizations; consultations are given on grant applications. Thanks to high-speed Internet outlet the library has got very valuable and efficient information on funds and competitions getting the electronic subscription from Saint-Petersburg. (FIRN?TsRNO?)

THE KABANSK DISTRICT LIBRARY
IS THE CULTURE TOURISM INFORMATION CENTRE

The main stages and guidelines of the Centre development are:
• The Centre organized in 2004 in the country study sector, got the name of the Baikal culture tourism information centre
• Culture tourism database (texts, photo- and video-documents) is developed.
• The culture information Internet portal “The Land by the Baikal” is submitted by the Kabansk district library.
• A toponymic dictionary of the Kabansk district is submitted.
• A guide on the nature landmarks of the Kabansk district is submitted.
• An electronic catalogue about the Kabansk district craftsmen called “The Living Springs of Creativity…” is submitted.
• Presentation video-ads for the Baikal international information and culture forum are submitted.
The Baikal centre fund is represented by regional editions on different bearers. Taken together they represent the Baikal media-library, a collection of books, albums, CDs and videos, electronic photo albums and multimedia excursions. The partners of the library are also involved in the activity, they are the Kabansk district administration Visiting-information tourism centre, the District education board, the district museum of regional studies names after M.A. Lukyanov, the Baikal state nature reserve.
The electronic full-text factfile being submitted by the centre is a structured database about 1.7 gigabyte, besides, the library server includes about 10 thousand digital photos of their own.
One of the most prospective and generally claimed lines of the centre activity is submitting and producing of the country study information reference electronic and printed matter. The first editions submitted by the centre are already interesting for the residents and visitors of the district.
“The Toponymic Dictionary of the Kabansk District” is the first publication on the topic in the Kabansk district, it includes information on 72 toponyms. The information is taken from all the available published and unpublished sources, villages’ chronicles, the materials submitted by educational institutions. The local country study specialist, the leading District educational board official V.I. Polomoshin, consulted the edition. Every geographic name is accompanied by bibliographic references. The expansion and development of the book is still in progress.
The guidebook entitled “The Priceless Gift of Nature…”: the nature landmarks of the Kabansk district – is a full collection of the available scant information on the topic supplied with own photos and unpublished documents completed by the library workers. 48 nature landmarks having the local and the republican status are described in the Guidebook. This work was expanded thanks to the fact that the library was working over the video programme “The Kabansk District Nature Landmarks” (within the project supported by the Republic of Buryatia Ministry of natural resources and environment protection).
The electronic catalogue “The Living Springs of Creativity…”: the Kabansk district craftsmen. It is submitted by the library in cooperation with the museum of regional studies and the district culture work methodological centre. It includes information about more than 80 craftsmen who have taken part in the district and republican exhibitions of decorative and applied art. The publication is supplied with photo illustrations, references and the techniques index.
The guidebook “The Kabansk Land by the Baikal”. It is compiled thanks to the book publishing competition grant “The Book World”, within the framework of the President programme “Preservation and Development of the Republic of Buryatia Culture and Art”. Nine thematic sections give short characteristics of nature, history, religion, nature landmarks and culture of the district.
Video presentations on culture tourism, “Zabaikalye (Transbaikal Land)  Gate”, “The District Museum”, “Return to the Sources” about the Posolsk village model library, were prepared for the Baikal international information and culture forum. “Zabaikalye Gate” presentation was widely recognized by the audience of the Baikal forum, spread all over Russia and won the first prize at the interregional conference “The Youth in the Library” (October 2005, Irkutsk).
The centre of culture tourism carries out its objectives: with the help of information library and information culture forms of work it promotes preservation of cultural, historic and nature heritage of the Kabansk district of the Republic of Buryatia and the Baikal region. Two years of the Centre’s work have shown that the library takes its place in the tourism infrastructure as an information partner, without replacing or substituting the existing structures. Having the corresponding material basis, professional programmers and actual resources, each library can produce its own tourist information about its land.

THE SELENGINSK CHILDREN MODEL LIBRARY
IS AN INFORMATION CENTRE OF ECOLOGICAL EDUCATION 

 The system of ecological education is developed in Selenginsk. In the Selenginsk children library the Information Centre of ecological education is organized. The opening and presentation ceremony took place during the Baikal information and culture forum. Methodological materials on ecological education are being accumulated and put into order. Great contribution into the Centre development was made by the Republic of Buryatia State youth library which provided information, methodological, financial and material support. The electronic “Eco-Bank” database given by the State youth library is widely used by the Centre.
 The Centre works according to the programme called “The Nature within Us and We within the Nature” (it was worked out together with the House of Creativity, the village administration, kindergartens and schools and the Selenginsk forestry). There are many activities, such as the Village Ecology Days, weeks and months of ecology, ecological video lectures, games, quizzes, competitions, home trips and excursions or presentations of new editions and films. There are every day classes at school of ecology. The community database on ecology is being collected. It includes documents on the village ecology, the Selenginsk cellulose and paper making plant, methodological materials, scripts and guidelines.

ECOLOGICAL EDUCATION IN THE LIBRARIES OF THE DISTRICT

 The community libraries of the Kabansk district don’t substitute any existing structure of the system, they are rightful partners and considered to be information-cultural and ecological and educational centres.
 Ecological education has always been a priority guideline for the Kabansk district library. The library together with the partners worked out complex target programmes, “The Baikal Is Ours, We Should Preserve It” and “We Live by the Baikal”. In 2001 the programmes were replaced by ecologically-centred creative projects, and the library attracts grants of different funds and organizations to carry them out.
 The Baikal medialecturing complex is a number of activities about the Baikal intended for broad audience, with all modern devices. The complex is based on the Baikal medialibrary including series of CD and DVD, video films, electronic photo albums, slide shows and multi-media excursions around Lake Baikal. The media editions are purchased at the expense of the grants.
 A group of young ecological activists of the district is formed on the basis of competition requests: they are the winners of the district and regional ecological competitions, participants of the nature-preserving ecological activities, anti-litter campaigns or hikes, as well as eco-centres’ leaders. There are ecological and educational tours “Around the Baikal” for all the participants. The first trip was made to the western coast of the Baikal, to the Baikal Museum of Limnological Institute of the Siberian Branch of the Russian Academy of Sciences (Listvyanka, the Irkutsk Region). The second trip was to the eastern coast of the Baikal, to the Zabaikalsky (Transbaikal) national park.
 The complex of 4 consortium project requests won a grant in the competition organized by the Sustainable Community Institute within the ROLL-2000 programme financed by the USA International Development Agency. Three project blocks include the Baikal medialecturing complex, ecological and educational tour, information and methodological seminar for the Kabansk district ecological education leaders and specialists.
 The consortium and project partners are the Baikal nature reserve, Bereg enterprise, Planeta Delta organization and The Clear World ecological club.
 The video programme “The Kabansk District Nature Landmarks”. The grant is given by the Republic of Buryatia Ministry of Natural Resources and Environment Protection. All the aspects of the video programme consisting of a number of popular scientific essays about the Kabansk district unique nature landmarks are made by the library specialists on their own equipment: the script, the video shooting, the computer editing, the sound and the design. The project objective is to spread popular scientific information and to use it in ecological education taking into consideration the special conditions of the nature objects preservation.


FUNCTIONING AS THE DISTRICT ECOLOGICAL EDUCATION METHODOLOGICAL CENTRE

 Almost each library has ecological aspects in its work, but besides the district library, this work is more thorough in several libraries of the system:
 in the Selenginsk children library the children educational ecological centre is organized together with the House of children’s creativity;
 in the Babushkin town library the work guidelines are connected with information support of ecological education;
 the Kamensk village library is active in providing the ecologically active people with information;
 in the Shigayevo village library a children ecological (ornithological) club has been active for many years;
 the active readers of the Vydrino village library publish the local “U Ozera” (“By the Lake”) newspaper.
 In the district library a full methodological collection is being formed to help ecological education: ecological conferences and meetings materials; practice books with recommendations on the main problems of ecological education; collections of ecological scripts (the most useful things for village libraries); periodicals reflecting the experience of the libraries, educational institutions, non-commercial organizations of the Baikal region and Russia. The library  gets electronic subscription to the “Funds and Grants” bulletin from Saint-Petersburg as well as a monthly delivery of    “FIRN Club” from Ulan Ude. The stock is supplemented with Internet printed matter from the sites of different ecological organizations.

PROVISION OF THE LIBRARY WITH INFORMATION MATERIALS AND DIRECTION TO THE ECOLOGICAL ENVIRONMENT OPTIMIZATION

 The sources of the regional ecological information of the Kabansk district library are: the official editions of the state nature protection organizations, scientific institutions, analytical reports, ecological organizations periodicals, video and electronic editions, the regional Internet sites materials.
 Every year the Republic of Buryatia Ministry of natural resources gives the library the state report “On the Condition of Nature Environment and Nature Protection in the Republic of Buryatia”, the materials of the regional and republican scientific ecological conferences, forums and meetings. Many materials, both printed and electronic ones, are submitted by scientific institutions of Irkutsk and Ulan Ude.
In the recent years tourism has been actively developed in the Kabansk district. To study the public opinion on the problems of the Baikal nature preservation there are public expert evaluations and hearings. They are often held in the district library and the materials for public acquaintance and further discussion are displayed in the reading room of the library.
In the library’s ecological work such as various activities, actions or projects different forms of spreading information are used: the mass, group and individual ones. There are complex partnership activities for broad audience, such as “Earth Day”, “Spring Goodness Week” or “The Baikal Day”. The most efficient forms are radio newspaper, information stall, questioning, surveys, presentations of own programmes such as “A Year from the Life of Posolskoye Village” or “The Kabansk District Nature Landmarks”, public hearings etc. The Baikal medialecturing complex, videoclub, information and methodological seminars, ecological tours, discussions, lectures and reviews are or target groups of readers. Individual work is done while answering ecological needs, selecting the necessary literature or making bibliography lists on a certain topic.
There are partnership ties with the specialists of the Baikal state nature biospheric reserve, especially as a result of the cooperative educational project called “Around the Baikal” (ROLL 2000).

MANY ASPECTS OF THE BOOK STOCK EXPOSING,
INFORMATION DATABASE ON ECOLOGY

Ecological information stock of the Kabansk district library is an arranged collection of documents on different bearers. Alongside with traditional printed matter video- and media editions expand the stock. Ecology is widely presented in the corresponding parts of the subject catalogue which includes more than 30 present-day thematic sub-divisions revealing the contents of the mass media publications. The main educational, reference, popular scientific editions are presented at the exhibition “Man. Nature. Society” with the sections called “The Basics of Ecology”, “Man and Ecology”, “Ecological Education” etc.
The specialized stock “Inform-Baikal” contains universal reference, scientific and popular, cartographic, illustrative and other kinds of information on the Baikal and the Baikal region. The Baikal medialecturing complex is one of new efficient forms of revealing and using the Baikal information for broad reading audiences.
The most massive form of efficient spreading ecological information is publication of ecological leaflets and booklets. These materials are available in the Information stall on the square in the district centre, the village of Kabansk, during ecological actions, they are spread in the libraries and among educational institutions and organizations. Eco-leaflets are always in demand, every year more than 2 thousand copies are spread out.
Information and culture Internet portal of the Kabansk central district library called “The Land by the Baikal” is an arranged collection of country study information. The main country study editions, articles, photo documents are made electronic and displayed in the portal. By January 1, 2006 in 9 sections (42 sub-sections and 204 categories) of the portal 332 documents have been presented.
Ecological information is fully presented in the portal. In the main section “Nature. Ecology” there are 6 sub-sections and 17 categories. There are 80 full-text documents on ecology and country study.

ACTIVISTS TAKING PART IN ECOLOGICAL EDUCATION

The Kabansk district library and Delta club have got wonderful activists from the district library, the House of children and young people creative activity and from Delta organization. Ten Delta representatives are participants of the initiative group organizing ecological actions, they involve people into active cooperation. Thanks to Delta cooperation with regional community organizations (e.g. “The Baikal Ecological Wave” from Irkutsk), republican ones (“FIRN Club”), with district non-commercial organizations (“Planeta Delta”, the village of Baikalo-Kudara, “The Baikal Aboriginal Fishermen”), with Selenginsk professional lyceum # 22, Kabansk professional school # 4, the district local museum, the Posolsk school museum, the Kabansk House of creative activity, there is an informal organization of ecological activists. Applying to the district library as the resource and information consultative centre, all the people get information about the republican and district activities, tell about their  and other people’s participation.
Delta organization helps establish relations with all the above mentioned organizations. More than 50 members of different organizations took part in ecological and educational forums and seminars thanks to the information spread by Delta.
